    1. As a concrete measure to address poverty in areas identified by the RPMP/RPA/ABB, and rehabilitate its members families and beneficiaries GRP further commits and undertakes to release over a period of three (3) years the amount of Pesos: Five-Hundred Million. Only (the “Development Fund”) to support the following development projects (the “Development Projects”): three (3) agricultural projects in Mindanad: three (3) agricultural projects in Visayas: and two (2) urban development projects in Luzon, as identified and described in Annex “D” hereof.
    2. The Development Fund will be utilized to establish, operate and support livelihood projects, housing assistance, education and training, primary health care, agriculture and irrigation facilities, farm to market roads, post harvest facilities, micro-finance and credit programs, transport and hauling facilities, among others, in the sites of the Development Projects.
    3. The GRP commits and undertakes to direct its offices concerned with the Development Projects, primarily the Department of Agriculture, Department of Interior and Local Governments, Department of Health, People’s Credit Corporation, Technical Education & Skills Development Authority, Technology & Livelihood Resource Center, and he Housing and Urban Development Coordinated Council to set aside a from their respective budges such funds as may be necessary to implement the Development projects.

    The GRP and the RPMP/RPA/ABB share the same goals of building a just and humane society whereby the fruits of progress and development will be enjoyed by all Filipinos, especially the less privileged.
    In this Peace Agreement both parties, therefore, agree to the cessation of armed hostilities between their respective forces.
    With the cessation of armed hostilities the RPMP/RPA/ABB and the GRP shall now explore a more long-lasting cooperation with each other to address the root causes of armed conflict thereby guaranteeing the civilian populace reforms progress and development underf a climate of peace and tranquity.

    Page 1-2, II. Cessation of Hostilities
    1. The GRP and the RPMP/RPA/ABB declare as they hereby declare ceasefire between them. All hostilities between the parties shall cease as of the effectivity of this Peace Agreement.
    2. In order to assist in the maintenance of peace and order within the areas controlled by the RPMP/RPA/ABB and those affected and serviced by the Development Projects certain officers and members of the RPMP/RPA/ABB not exceeding one hundred (100), shall be given a special license and permit to carry firearms. In accordance with existing laws and regulations under such procedures as may be established by the Philippines National Police and other concerned agencies of the GRP.
    3. Without prejudice to the requirements for the maintenance of peace and order identified by the Joint Enforcement and Monitorning Committee the RPMP/RPA/ABB and all its members affiliated and supporters hereby undertake and commit to the disposition of forces and arms to the GRP within reasonable time in accordance with the schedule fixed by the Joint enforcement & Monitoring Committee upon the recommendation of the Peace Panels of both parties.

In order to supervise and monitor the implementation of this Peace Agreement a Joint Enforcement & Monitoring Committee shall be established immediately after the signing hereof, to be composed of five (5) members, two (2) of whom shall be nominated by the GRP, another two (2) of whom shall be nominated by the RPMP/RPA/ABB, and the fifth (5th) member of which shall be chose by the aforesaid members from a list of persons of established integrity, impartiality, ability and patriotism.

PEACE AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE REBOLUSYONARYONG PARTIDO NG MANGGAGAWA - POLIPINAS/REVOLUTIONARY PROLETARIAN ARMY/ALEX BONCAYAO BRIGADE

ON THE BASIS OF OUR MUTUAL INTEREST to pursue the peaceful settlement of the present armed conflict between our respective forces.

Under the principle of peace with honor, dignity and justice for all, and in order to hasten the progress and development of the country and the equal enjoyment of the fruits thereof by all citizens of the Republic of the Philippines, WE -

The Officers and Members of the REBOLUSYONARYONG PARTIDO NG MANGGAGAWA-PILIPINAS/REVOLUTIONARY PROLETARIAN ARMY/ALEX BONGCAYAO BRIGADE, represented by our duly authorized Chairman of the RPMP/RPA/ABB Peace Panel, the Honorable Nilo Dela Cruz, hereafter referred to as "RPMP/RPA/ABB":

The GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES, represented by our duly authorized Chairman of the Government Peace Panel, the Honourable Edgardo J. Angara, hereafter referred to as "GRP":

hereby enter into this Peace Agreement this 6th day of December 2000 at Quezon City, Philippines, under the following terms and conditions which both the RPMP-RPA-ABB and the GRP hereby mutually covenant to undertake under a regime of peace, justice, and equality:

I. Common Statements

and to enforce the agreed cessation of hostilities under Article II.I hereof, the GRP has agreed to assist by concrete means the RPMP/RPA/ABB and its members and beneficiaries through:

A. The release of the 35 political prisoners.

In the priority list mentioned in Annex A hereof, and the subsequence processing for th release of the remaining political prisoners mentioned in Annex B hereof;

B. The dropping of all charges filed against the panelists and consultants of the RPMP/RPA/ABB in the peace process, mentioned in Annex C hereof;

and

C. A two-phased implementation of impact.

B. Economic measures, that would protect particular sectors with profound social impact on the country;

and

C. Policies that would, promote actualization of empowerment of the marginalized sectors in governance.

VII. Joint Enforcement & Monitoring Committee

1. In order to supervise and monitor the implementation of this Peace Agreement a Joint Enforcement & Monitoring Committee shall be established immediately after the signing hereof, to be composed of five (5) members, two (2) of whom shall be nominated by the GRP, another two (2) of whom shall be nominated by the RPMP/RPA/ABB, and the fifth (5th) member of which shall be chose by the aforesaid members from a list of persons of established integrity, impartiality, ability and patriotism.

2. The GRP shall provide a budget and office space for the Joint Enforcement & Monitoring Committeee and its permanent secretariat.

VIII.

Other Provisions

1. The GRP and the RPMP/RPA/ABB, respectively shall execute and deliver such documents and perform all acts as may be necessary to implement the provisions of this Peace Agreement.

2. Any act of either party which, after a final determination of the Joint Enforcement & Monitoring Committee, is established to be a substantial breach of violation of any of the major terms and conditions of this Peace Agreement, (sinc) the aggrieved party to demand forthwith rectification or nullification of this Peace Agreement.

IX. Effectivity

1. This Peace Agreement shall take effective immediately, and the RPMP/RPA/ABB and the GRP, respectively, shall perform all acts and take such measures as to ensure that their respective officers, members and agents shall enforce and honor this Peace Agreement.

IN WITNESS WHEREOF, WE have executed this Peace Agreement on the date and at the place abovementioned.
