COMMUNICATION ISSUED BY THE GOVERNMENT AND THE SIMÓN BOLÍVAR GUERRILLA COORDINATING BOARD ON THE AGREEMENT ON PRESS CONFERENCES, SPOKESPEOPLE AND INTERNATIONAL WITNESSES FOR THE THIRD ROUND IN CARACAS

6 September 1991

On 5 September at 1530, representatives of the Colombian government and the Simón Bolívar Guerrilla Coordinating Board (Coordinadora Guerrillera Simón Bolívar, CGSB) met in a joint session in the presence of the government observer from Venezuela to agree the procedural standards to guide the talks that are underway and to decide the mechanisms for joint declarations to the media.

The presence of Emilio Figueredo Planchart as international observer was deemed important for the preparation of joint press statements, in addition to his participation in joint press conferences.

The following points were agreed:

The formal sessions will be established by mutual agreement of the parties without previously setting fixed durations.

The international observer and his or her personal team will be present at the formal sessions.

The media will receive a briefing of the latest advances in the talks every weekday at 0930.

When permanent sessions are established, to avoid interrupting their rhythm, it will be possible to notify the media that there will be no summary the following day.

Joint and/or individual press conferences may be arranged when justified by circumstances.

Each party will appoint a spokesperson for any agreed summaries and joint press conferences.

This spokesperson will be the only figure authorised to make formal declarations to the press on these occasions.
