Agreement reaffirms concorde between members of the Joint Forum on the Ground Rules for the Joint Committees on Humanitarian Aid and Security Modalities. In addition, joint forum encourages full participation of delivery of aid by local communities and acknowledges the roprt of the Monitoring Team of the Joint Committee on Security Modalities. The exclusively humanitarian nature of the humanitarian pause is emphasized. In addition, the UNDP is called upon to create two trust funds and certain aspects submitted by the Joint Committee on Security Modalities are reviewed.

Directive No 1
I Preamble
The Joint Forum appreciates the overall effort and work of the Joint Committee on Humanitarian Action and the Joint Committee on Security Modalities, and is encouraged by the progress made to date.
The Joint Forum takes note of the Ground Rules of the Joint Committee on Humanitarian Action, the Ground Rules of the Joint Committee on Security Modalities, the Fixed Procedure of the Joint Committee on Security Modalities, and the Report of the Monitoring Team.
The Joint Forum renews its commitment to honour and fully respect the Joint Understanding for the Humanitarian Pause.
Il Directives
As a resuit of two days of deliberations, members of the Joint Forum concur on the following points and give the following directives to the Joint Committees and the Monitoring Teams.
In principle, the Ground Rules of the Joint Committee on Humanitarian Action, the Ground Rules of the Joint Committee on Security Modalities, the Fixed Procedure of the Joint Committee on Security Modalities signed by the members of the Joint Committees, are approved.
The report submitted by the Monitoring Team is noted by the Joint Forum.

The Joint Forum commends the efforts of the Joint Committces in the resolution of incidents to date and urges the Joint Committee on Security Modalities and its Monitoring Tcam to take further active measures to resolve the incidents and rcport on this to the Joint Forum.

The Joint Forum decides to suspend this item to a later stage, further to GAM's request for additional time to look into this matter internally.
The Joint Forum also stresses the need to review developments in the strictly in light of the provisions of the Joint Understanding on Humanitarian Pause for Aceh, and not in terms of expectations beyond the letter of the Joint Understanding.

The Joint Forum concludes that this issue should be looked into once infonnation regarding troop positions is available.
Also, the Joint Forum concludes that the Joint Committee on Security Modalities should elaborate on this matter, which should then be addressed to the Joint Forum discussions.

The Joint Forum tentatively agrees on the following dates for meetings of the Joint Forum:

The Joint Forum also agrees that one representative ofeach party from each Joint Committee should attend the next meeting of the Joint Forum as resource persons.
The Forum invites the Monitoring Teams to submit, by 15 July 2000, a substantial report on the basis of which the Joint Forum will decide whether an invitation should be extended to representatives of the Monitoring Teams to attend the next meeting of the Joint Forum.
