AGREEMENT ON THE WORKING METHODOLOGY, THE NATIONAL GOVERNMENT AND THE REVOLUTIONARY ARMED FORCES OF COLOMBIA – PEOPLE’S ARMY
Los Pozos, Caquetá, 23 January 2002
The spokespeople for the national government and the Revolutionary Armed Forces of Colombia – People’s Army (Fuerzas Armadas Revolucionarias de Colombia – Ejército Popular, FARC–EP), present in Villa Nueva Colombia, Los Pozos, in the municipality of San Vicente del Caguán, on 23 January 2002, have agreed the following:
The discussion of each issue included in the Agreement on the Consensus Timeline for the Future of the Peace Process will be based on the drafts previously produced by each of the parties.
It may also be based on drafts prepared by third parties, subject to agreement by the parties.
The drafts will be read at the first talks on each issue and the party that has produced them will provide the corresponding explanations.
General questions and clarifications will be raised at the same session and a tentative schedule will be agreed for the talks, in line with the Consensus Timeline for the Future of the Peace Process.
The parties will continue with the internal consultation mechanisms that have been in place so far or those defined autonomously by each party.
The discussion of issues may proceed along the following lines:
continuation of the discussion until an agreement is reached
identification of consensuses and disagreements
comparison of proposals and counterproposals
other alternatives agreed by the roundtable.
Sub-commissions comprising members of the roundtable may be established to deal with specific aspects of the talks.
