Statute on the Russian Federation Government Mission in the Chechen Republic
1. The Russian Federation Government Mission in the Chechen Republic (hereinafter, the mission) has been set up in accordance with the agreement between the Russian Federation Government and the Chechen Republic Government "On the Main Principles of Relations Between the Russian Federation and the Chechen Republic" signed December 1995 in order to ensure coordination between the territorial organs of federal ministries and departments on the questions of restorating the economy and vital facilities for the Chechen Republic population, as well as providing assistance in creating the necessary conditions for restoring and coordinating the activities of constitutional executive organs and local self-government organs in the Chechen Republic.
2. In its activity the mission is guided by the Russian Federation Constitution, federal laws, acts issued by the Russian Federation president and the Russian Federation Government, and by this statute.
3. The mission implements its activity in conjunction with the State Commission for the Restoration of the Chechen Republic Economy and Social Sphere, federal executive and Chechen Republic executive organs.
4. The mission:
- directs and coordinates the activities of federal executive organs and their territorial organs in restoring the economy, the social sphere, and law and order, safeguarding the security and every day activities of the population, and ensuring citizens' rights and freedoms on Chechen Republic territory;
- ensures the necessary conditions for restoring and organizing the activity of Chechen Republic constitutional executive organs, as well as organs of local self-government on Chechen Republic territory.
5. The mission comprises:
- the Russian Federation Government's plenipotentiary representative in the Chechen Republic;
- deputy plenipotentiary representatives;
- the mission apparatus;
- territorial subunits of the mission.
6. The Russian Federation Government's plenipotentiary representative in the Chechen Republic:
- shapes the mission apparatus, ratifies its structure and staffing within the bounds of the labor remuneration fund and staff size laid down by the Russian Federation Government, and appoints and dismisses mission staff;
- recruits under the established procedure representatives of federal executive organs (up to and including the deputy leaders of such organs) to work with the mission for the period required;
- makes decisions on coordinating the activities of the territorial organs of federal ministries and departments on Chechen Republic territory;
