Statement by Libyan Dialogue Participants – Skhirat, Morocco, 2 July 2015

We, the undersigned, participants to the Libyan dialogue process

,

Acknowledging the depth of the security, political and humanitarian crisis that our beloved country is going through, the challenges that Libya is facing and the urgent need to take the appropriate decisions to end violence and divisions, unite institutions, establish good governance and fight terrorism;

reaffirming our commitment to the Libyan-Libyan dialogue as the only way to reach a peaceful settlement of the crisis in Libya, based on the principles of democracy and separation of powers;

confident that this agreement presents a clear vision for the management of the transitional period until the constitution is adopted, in a manner that guarantees wide participation of Libyan political actors without exclusion or discrimination;

After long strenuous months of negotiations to build consensus during which all participants demonstrated courage and sense of responsibility, we would like to announce to the Libyan people in this blessed month that we were able to agree on the text of the Libyan political agreement attached to this statement.

We are certain that that it will put Libya on the track of the aspired solution.

We have gone through this difficult process backed by the support and trust of the Libyan people, with our brothers, whom we hoped would be with us today.

They played an important role in drafting this agreement.

We are looking forward to their making the right decision in the coming few days to complete the consensus that was built throughout this process.

Therefore, before initialing the agreement within the coming few days in Skhirat, there is still an opportunity for our brothers to join this consensus and assume an important role in the political process.

We are hoping that their decision in the coming few days will be positive and consistent with the prevailing spirit in the Libyan society that is eager for an agreement, and will steer away from calls for the continuation of war, division and exclusion and that they will shoulder their responsibility before the Libyan people.

We are committed to start working, immediately after initialing the agreement, on the formation of a Government of National Accord that will quickly start functioning to fulfill the hopes and aspirations of Libyans for dignified livelihoods as well as to finalizing the annexes.

All that shall be done together through consensus among all the participants in the Libyan political dialogue.

We call on all the Libyans not to waste this opportunity to reach consensus, to strongly support this dialogue and to encourage all parties, whether individuals or groups, to continue working for peace, reconciliation and the rejection of violence.

This is the ideal way to build a civil democratic society based on the principles of 17 February revolution, in order for all of us to complete the transitional period with all its difficulties through consolidating the principles of dialogue and consensus.

In this decisive moment, we call on all participants in the different tracks of the dialogue to support this agreement and to create conducive circumstances for its full implementation.

We also call on everyone to exercise restraint, avoid escalation and being dragged into violence.

We call on them to sustain the dialogue and communication for the benefit of Libya.

We would like to express our appreciation for the positive role played by the Special Representative of the Secretary General and the United Nations Support Mission in Libya in sponsoring the Libyan dialogue.

We call on the United Nations and the International Community to provide more support to enable Libya to get out of the crisis.

Finally, we would like to express our gratitude and appreciation to the brotherly Kingdom of Morocco for hosting the Libyan dialogue and for all the efforts to ensure its success.
