The delegations of the National Government and the National Liberation Army began on February 8 in Quito, Ecuador, the first cycle of talks for Peace in Colombia that concluded today April 6 and during which they arrived at the following agreements:
1. A common frame of reference to deal with sub point 5f “Humanitarian Actions and Dynamics”, which states:
"The purpose of sub point 5f is to protect non-combatants and the civilian population from the effects of the armed conflict, through actions or agreements of a humanitarian nature, in accordance with International Humanitarian Law, and consequently to reduce the intensity of the conflict."
2. In the next cycle we will work on a process to develop a humanitarian pilot program.
3. Point 1 "Participation of Society in Building of Peace" and sub-point 5f "Dynamics and
Humanitarian Actions", will continue to be discussed in the next cycle.
4. The parties have agreed on the terms of reference with which the Group of Supporting Countries will work. - National economic plan

JOINT ANNOUNCEMENT 2
Quito, Ecuador April 06, 2017
The delegations of the National Government and the National Liberation Army began on February 8 in Quito, Ecuador, the first cycle of talks for Peace in Colombia that concluded today April 6 and during which they arrived at the following agreements:
