    II. Mandate 

    The GPH-MILF Joint Communications Committee shall support the lmplementing Panels in performing its mandate of ensuring the efficient and effective implementation of the Comprehensive Agreement on the Bangsamoro and other agreements that may be signed by the Parties.

    lll. Tasks 

    1. Through joint and cooperative endeavors, support the lmplementing Panels in carrying out the provisions under Article lV Media Coverage of their TOR. 

    2. Provide advice and guidance to an implementing structure in the execution of the  approved Joint Communications Plan. 

    3. Ensure that the contents and forms of joint communications initiatives are consistent with the Plan, and do not, in anyway jeopardize the implementation of the CAB. 

    4. Monitor and evaluate the progress of delivery of the Joint Communications Plan, the achievement of the objectives, and planned results. 

    5. Periodically report to the Implementing Panels on the status of, as well as issues and concerns about the Joint Communications Plan, and make recommendations as necessary.  

    6. Formulate protocols and processes, which are subject to the approval of the lmplementing Panels, in relation to the issuance of joint statements and conduct of joint press conferences. 

    7. Coordinate with relevant GPH-MILF mechanisms such as the Bangsamoro Transition Commission (BTC) Communications Group. 

    8. Perform such other functions as mutually agreed upon by the Implementing Panels in relation to joint communications

    IV. Composition

    1. The GPH-MILF Joint Communications  Committee shall be composed of three representatives each from the GPH and the MILF. lt shall be co-chaired by designated representatives of the GPH and MILF, respectively. 

    2. The GPH-MILF JOint Communications Committee shall organize a secretariat commensurate to its technical, operational and administrative requirements.  lt may promulgate its own internal rules of operations consistent with this Terms of Reference. 

    3. The GPH-MILF Joint Communications Committee shall be directly supervised by the two 
    lmplementing Panel Chairs.

    V. Duration 

    The Joint Communications Committee shall continue to exist until the signing of the Exit Agreement, unless otherwise decided by the lmplementing Panels. 

    Vl. Reports and Recommendations 

    The Joint Communication Committee shall submit periodic reports to the Panels on the progress of its work. 

    VlI. Funding 

    The Joint Communications Committee may mobilize financial support and expertise from development partners and other sources to fulfil the Committee's mandate.

    Vll. Review, Amendments and Effectivity 

    1. The two lmplementing Panels may from time to time mutually amend, modify or 
    supplement this TOR. 

    2. This TOR shall take effect immediately upon signing by the Chairpersons of the two  lmplementing Panels. 

    3. This supersedes prior documents inconsistent with this Terms of Reference.

1. Terms of Reference of the Government of the Philippines (GPH) and the Moro lslamic Liberation Front (MILF) Peace lmplementing Panels signed by the Parties on 21 March 2017.

2. Joint Communication Plan of the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) Implementing Panels signed by the Parties on 17 July 2017.
