GENERAL PRINCIPLES OF THE PEACE DIALOGUE PROCESS

The Peace Dialogue panel of the Royal Thai Government (PEDP) and the Patani Malay National Revolutionary Front (BRN) together recognize the need for an inclusive peace dialogue process that upholds the dignity and integrity of both parties based on the spirit and substance contained in the General Consensus and the Berlin Initiative.

The PEDP and the BRN have agreed General Principles of the Peace Dialogue Process as follows:

1. Both parties will discuss and mutually seek political solutions in accordance with the will of the Patani community under the Unitary State of Thailand in accordance with the Constitution including the form of governance, recognition of the Patani community identities, human rights, justice and legal matters, economic and development, education, culture, safety, and security.

2. Both parties will seek to establish a safe and inclusive mechanism for public consultation within the area based on the principle of dignity, safety, and freedom of expression, which will reflect the opinions and needs of all people in the area, regardless of ethnicity and religion.

In this regard, appropriate safety and security measures will be provided to designated BRN representatives to participate in the mentioned consultation.

3. Both parties will seek to implement a reduction of violence monitored by a jointly agreed mechanism which will create a conducive environment for peace and ensure safety for all the people in the area.
