Following the decision of the heads of State and Government during the Summit held on February 17th, 2023 in Addis Ababa Ethiopia,

On Thursday March 2nd, 2023, His Excellency Evariste Ndayishimiye President of the Republic of Burundi and Chairperson of the summit of the EAC Heads of State, CONVENED a Meeting of Joint Coordination Mechanism (JCM) for the implementation of ceasefire and withdrawal of M23 in Eastern Democratic Republic of Congo (DRC) in Bujumbura-Burundi.

The meeting was attended by Major General M Nyagah, the EAC Regional Force (EACRF) Commander, Colonel Rigobert Ibouanga, representing the Expanded Joint Verification Mechanism (EJVM) Commander, Colonel Adelino Afonso, representing the Ad Hoc Verification Mechanism (AVM) Commander, Lieutenant General Silas Ntigurirwa, Chairperson of the technical team and advisor to the facilitator of the EAC Led Nairobi Process.

The EAC SG was represented by Major General Ally Mzee Katimbe, the Military Advisor to EAC SG.

The Meeting;

COMMENCED with an opening statement by His Excellency Evariste Ndayishimiye President of the Republic of Bururndi and Chairperson of the Heads of State Summit.

This was followed by a summary of previous Summit Decisions on Restoration of Peace and Security in Eastern DRC presented by the Military Advisor to the EAC Secretary General.

This was followed by a briefing on the security situation in Eastern DRC by the EACRF Commander, statements by the representatives of EJVM and AVM.

COMMITTED to contribute to the process of restoration of Peace and Stability in Eastern DRC by Monitoring, Verifying and Reporting on the progress of the implementation of all decisions regarding the restoration of Peace and Stability in Eastern DRC.

DETERMINED to support the compliance of existing monitoring and verification mechanisms for the implementation of the Cease Fire and disengagement/Withdraw of M23.

EMPHASIZED the need for the EAC Regional Force Contingents to deploy in the multinational sector within Eastern DRC and withdraw of M23 in phases as follow:

Phase 1:
