  • Description
They agree that all EPL combatants will unite in first 9 to be reduced to 7 camps, the government will be in charge of them, and the location of these camps will be studied and agreed by an EPL-government commission. The agreement includes a precise timeframe for each of these steps. They agree on the creation of 4 bilateral commissions of each two members from EPL and the government to study within a clear timeframe: political aspects, regional processes and development plans, causes of the violence, and for logistics of the camps. Once these provide conclusions to their analyses, the EPL will designate its legal representatives and take steps toward the completion of the process. They are seeking a political solution to the conflict, also to allow the EPL to join the political system and for the creation of conditions for reinsertion for its members. They call on other groups to do the same.

AGREEMENT BETWEEN THE NATIONAL GOVERNMENT AND THE POPULAR LIBERATION ARMY IN PUEBLO NUEVO AND JUAN JOSÉ

26 August 1990

In meetings held in Pueblo Nuevo in the department of Antioquia and Juan José in the department of Córdoba on 24, 25 and 26 August, the national government and the Popular Liberation Army (Ejército Popular de Liberación, EPL) agree the following:

To manifest their willingness to continue implementing the agreements reached in the document dated 26 July 1990.

Within 15 days from this agreement, all guerrilla forces under the EPL regional chiefs of staff in the following districts will be consolidated in nine camps:

two in Urabá, two in Córdoba, one in Antioquia, one in Viejo Caldas, one in Norte de Santander, one in Sierra Nevada and one in Bolívar.

Two months from their establishment, these nine camps will be reduced to seven by merging the two camps in Urabá and the two camps in Córdoba.

The possibility of merging the camps in Bolívar and Serra Nevada will also be studied.

The national government will be responsible for servicing camps from the date they are established.

The exact location of the camps and the regulations and provisions to which they are subject will be studied by a joint government–EPL commission, which shall submit its conclusions to the government and the EPL negotiating commission within two weeks from this agreement to allow their study and approval.

The EPL negotiating commission will be located in one of the camps defined above.

Four bilateral commissions will be established, each comprising two members of the government and two members of EPL, to study and draw up proposals related to the following matters within 15 days:

Political aspects:

working area for analysing the legal situation of fighters from the insurgent movement, especially those currently held prisoner, and the political transition of guerrilla fighters to civil life upon completion of the process, in addition to matters related to the participation of EPL in the National Constitutional Assembly.

Regional processes and development plans:

analysis of the various regional processes in the zones in which EPL is present and the establishment of guidelines for designing socio-economic plans to benefit communities.

Factors of violence:

to discourage the various factors of violence that persist in the country, the national, regional and specific phenomena that generate them will be analysed, taking into account all factors for the protection of human rights and the defence of the civil population against abuses of all kinds.

Permanent commission:

for the operation and logistical servicing of camps.

Once EPL forces are concentrated in the camps and the proposals for the working commissions have been approved, legal representatives of EPL will be appointed to carry out the required political steps for the implementation and conclusion of the process.

Representatives will be free from legal impediments at the time of their appointment and the required security measures will be in place.

The government and EPL will jointly draw up a security plan for this purpose.

The national government and EPL ratify their willingness to implement these agreements to allow a political solution to the armed conflict and invite the other guerrilla organisations to contribute to achieving peace.

The full implementation of these agreements will allow EPL to participate in the National Constitutional Assembly, creating the conditions for the transition to civil life, which we intend will occur at the end of the sessions of the National Constitutional Assembly.

The national government and EPL reiterate their invitation to Colombia’s Catholic Church to act as moral and spiritual tutor in this process.
