GOODS IN NANA GRIBIZI
KAGA BANDORO, FRIDAY JUNE 14, 2019
PREAMBLE
Since the beginning of the crisis in CAR, the Nana Gribizi prefecture has been faced with issues surrounding the free movement of people and goods.
This situation has had the effect of reducing the population’s freedom in their activities.
It is therefore essential to seek ways and means to remedy this.
The local authorities, supported by MINUSCA, have set up a framework for mediation, bringing together the main parties to find lasting solutions.
It is with this in mind that grassroots consultations were organized across all the municipalities of the prefecture from December 2018 until February 2019, bringing together all sectors of the population.
Following the consultations, a round table was held from June 12 to 14, 2019 in the Kaga Bandoro sub-prefecture.
The following were present :
Representatives of ex-Seleka (FPRC, MPC and Seleka Renovée),
Representatives of the Anti-balaka (Mokom wing and Ngaissona wing),
Senior officers of the FACA detachment,
Representatives of civil society from Kaga Bandoro and Mbres (religious leaders of the Muslim and Christian communities, representatives of OFCA, and female leaders),
The prefectural authorities of Kaga Bandoro and Mbres.
Following the round table and under the facilitation of the Prefect, the participants made recommendations in six (6) points.
I. Free movement of people and goods
The participants recommend that free movement on both sides be a reality in the city of Kaga Bandoro,
MINUSCA-FACA patrols must be carried out regularly on the Kaga Bandoro-Ndomete-Mbres axis to reassure the populations,
The effective establishment of USMS as soon as possible, to secure the movement of goods and people,
While awaiting the establishment of the USMS, the armed groups undertake to respect the free movement of humanitarian organizations on the axes.
Illegal blockades
The removal of all illegal blockades in Nana Gribizi.
Cohabitation and cooperation between the Regular Forces (FACA / FSI) and armed groups
Participants suggested working in the spirit of the APPR-RCA.
Violence against women
The dismantling of illegal blockades that are currently enabling racketeering,
The return of the criminal justice system to carry out legal proceedings against the alleged perpetrators of sexual violence,
Government involvement in protecting the rights of women.
The upsurge in robberies
The leaders of the armed groups (XSLK and ABLK), the FACA, and MINUSCA must work together to prevent robberies,
All disputes concerning the confiscation of property, including vehicles, must be settled at the level of the MINUSCA Police, pending the deployment of the ISF.
Management of transhumance
The rapid establishment of the USMS to secure the transhumance corridors, as provided for by the APPR-RCA,
The use of drones by MINUSCA to collect information relating to the movements of transhumanists and transmission of this information to the Technical Security Committee (CTS),
Respect for transhumance corridors by breeders,
Avoiding cultivating along the transhumance corridors,
Respect for breeders’ cattle by local populations and leading the fight against cattle thieves.
