MEETING OF THE IDNANE COMMUNITY Republic of Mali
AND ALLIES IN THE TIMBUKTU REGION One People – One Goal – One Faith
On the 14-15 and 16 November 2020, a second meeting was held in Acharane between the Idnane community and allies in the Timbuktu region regarding peace, social harmony and cohabitation.
More than 1500 participants came from the four corners of the nation and surrounding countries, including chiefs of tribes, fractions and villages, elected representatives and town councillors from Alafia, Douekire, Gargando, Razelma, Essakane, Alzouboub, Goundam and Aglal, and made declarations with the coordinator of the Idnane and Allies communities in the Timbuktu region and the Secretary General of the platform for traditional and customary Touareg leaders in Mali, Mr. Hama Ag Mohamed, as the chair.
RESOLUTIONS AND RECOMMENDATIONS:
The meeting of the Idnane community and allies in the Timbuktu region was led by Mr Hamma Ag Mohamed in his capacity as coordinator, equivalent to AMENOCAL and he was appointed as sole representative of our communities with public powers for the Timbuktu region.
The Idnane community and allies for the region reiterates their confidence in Mr Houka-Houka Ag Alhousseini and appoints him as Supreme Cadi for the Timbuktu region and asks national and local authorities and development partners to assist him in fully performing his duties.
1 – The participants commit to a sacred union with Hamma Ag Mohamed in order to achieve the targeted objectives and goal set for the meeting;
2 – the meeting decided to involve Idnane communities in securing main roadways along with all other actors involved in the field;
3 – supports the immediate resumption of negotiations with radical groups in Mali, the leaders of which are Iyad Ag Ghaly and Amadou Koufa
4 – the Idnane community of the Timbuktu region as well as the supreme Council of Idnanes will not make any effort to support the authorities in the transition in order to achieve the mission entrusted to them by the Malian people
5 – The meeting requests that the process of disarmament, demobilization and reintegration of combatants from all armed movements be accelerated;
6 – The meeting requests improved water supply to ensure easy access by deprived populations;
7 – The meeting asks the authorities to operationalise the Taoudeni region provided that no community feels excluded;
8 – The meeting requests that the supported return of refugee populations in Mauritania, Burkina Faso, Niger and Algeria be organised;
9 – The meeting asks the authorities and development partners for socio-economic reintegration of displaced and refugee populations;
10 – The Idnane community and allies commit to support for the armed forces and security forces in their mission to make the Timbuktu region safe.
11 – The meeting recommends the resolution of conflicts surrounding land issues by prioritizing traditional justice presided over by the Cadi;
12 – The Idnane communities in the Timbuktu region and their allies offer their hearty thanks to the Malian armed forces and security forces (FAMA) and the CMA (Azawad Movement Meeting) for their support in making the event a success.
