Arch Bishop Elias Taban Parangi - Description
- A short community reconciliation agreement which attempts to resolve ongoing conflict and community disputes in the local area. Re-engagement with local fighters in Mukaya, as well as return of stolen property and resolution of local county border disputes are part of the conflict driven resolutions. The agreement also provides for clean drinking water, health infrastructure and reconstruction of roads.

- The agreement follows a pattern of signing around this time in Yei state, led by the Evangelical Presbyterian Church (EPC) and supported by community leaders and local state government representatives. A few days later there is also another similar signing nearby in the county of Kupera, following the same structure. Regarding support to end ongoing conflict issues in the area involving local armed groups and government forces, there are also clear commitments by the EPC and joint council of elders to oversee broader reconciliation efforts, notably immediately planned reconciliation conferences and also overseeing the return of robbed items. There are also provisions which set out plans for local state government to implement a further two payam, the word refers to part of local governance/administration structures. These have been involved in historic ongoing contestations over where boundaries/borders of neighbouring county areas should be drawn. It seems likely this commitment which is described as helping to solve some of the conflict, relates to the part of unrest which is highly localised and community centred.

Resolutions of Mukaya County Peace and Reconciliation Conference
The local government of Mukaya County represented by the Paramount Chief, chiefs, elders, Government representatives, intellectuals community leaders, women and youth gathered at the Evangelical Presbyterian Church (EPC) premises in Yei at the invitation of Hon.
Simon Festo, Commissioner of Mukaya County under the auspices of Arch - Bishop Elias Taban Parangi the chief mediator of EPC Peace Desk and spent three days from March 13 th, 2019 to March 16, 2019 in search for reconciliation and Forgiveness in Mukaya County.
The three day Peace and Reconciliation Conference resolved that:
1. Reconciliation and healing conference to be conducted in Mukaya led by the leadership of the Evangelical Presbyterian Church and ECSS Lainya Diocese that brings the entire Community of Mukaya together.
2. The communities further resolved that lasting peace can be achieved through provision of basic services like clean:
Clean drinking water,
Provision agricultural tools and seeds,
Establishment of health centers and
Rehabilitation of roods.
3. The communities also resolved that Mukaya leaders with support of EPC Peace Desk to continue engagement of Mukaya sons who are in the bushes of Mukaya to come out for Peace.
4. EPC and ECSS to continue the engagement of Mukaya County on Peace Building, Conflict Resolution and Capacity Building activities
5. Formation ofjoint council of elders to oversee return of robbed or looted items to rightful owners.
6. State Government to create two (2) more Payam to solve some of the conflict caused by the chieftaincy
7. State Government to resolve the Yei River County and Otogo County border dispute with Soka Payam of Mukaya County
